This study shows that Automatic License Plate Readers (ALPRs) can be effective, however if you look at one of the studies they showed, it says "Case clearances for auto theft and robbery improved after the installation of the LPR network, particularly in places where LPRs were concentrated. However, these changes were not statistically significant in multivariate analyses, and patterns in the data suggest that other factors may have also contributed to higher clearances during the intervention period, particularly for auto theft cases"

In Bakersfield, CA, the use of ALPRs has been around since at least 2019. However, in 2021, the city had the highest rate of motor vehicle theft in the United States, according to the National Crime Information Center."
